Stray dogs in foreign animal shelters eat their companions, which makes me feel unspeakably uncomfortable: abuse in disguise

In December 2020, a foreigner’s dog was lost. While searching for the dog, he accidentally visited an animal shelter on the paradise island of Mauritius. When he walked in, he found about 40 dogs in cages. Some of the dogs must have owners because they were wearing collars around their necks.
After a while, a female staff member came out. She looked a little embarrassed, and there was a lot of blood on her apron. What he saw next shocked him. All the dogs were starving. I saw a group of dogs besieging an extremely thin dog. After it died, they began to eat their companions. I felt unspeakably uncomfortable in my heart. This was abuse in disguise!

Logically speaking, this is a shelter run by the local government. How could the dogs end up in such a situation! It is understood that the local government rounds up thousands of stray dogs every year, most of which have owners. However, because they are not vaccinated and sterilized, they also cause a lot of trouble to tourists on the island. An organization once implemented a sterilization program and opened free animal clinics, which were also successful locally. It was originally planned to implement an island-wide animal sterilization plan, but after repeated communications, it has still not been implemented. Veterinarian Xiao Ming said that the purpose of the Mauritius Animal Shelter is not to help stray animals, but to let them die in another way. In fact, animal life is worthy of respect and should not be ignored casually. Although the local method of killing stray animals can solve some problems, it cannot really reduce the number of stray animals.
Why are there more and more stray animals? There are several reasons for this. For example, some humans keep pets on a whim and then abandon them after they get over the excitement; others are sick and the owners have no financial ability to take care of them, etc. Therefore, we once again appeal to people who want to own a dog to be fully prepared before raising a dog, and to be mentally prepared to be responsible for them for a lifetime. Of course, most of the stray animals come from their natural reproduction. In this case, we can consider sterilizing the dogs. For stray dogs, sterilization has more advantages than disadvantages.
