During the Two Sessions, CPPCC members such as Zhai Lixia and Zhou Ning made suggestions on the shelter and management of abandoned pets.

At present, the number of stray dogs in urban and rural areas in Lanzhou is increasing, and problems such as biting and injuring people, spreading diseases, and affecting the city appearance are prominent. According to data from the public security department, there are currently 97,555 registered dogs in the city, but the actual number of dogs is far higher than that. Among them, the number of abandoned stray cats and dogs cannot be counted at all.

Streets, alleys, tourist attractions, suburban national highways, etc., stray cats and dogs are in groups, affecting the personal safety, road traffic, and social environment of nearby residents. In the relevant proposals, the members mentioned that citizens should strengthen their sense of responsibility, formulate relevant management regulations, and punish those who abandon their pets at will. CPPCC member Zhou Ning said, "In addition to formulating management regulations, family pets can be registered by the streets and communities, and pet files can be established to facilitate later management and play a restraining role for citizens raising pets."

In addition, CPPCC member Zhai Lixia mentioned in the proposal "Strengthening the Management of Stray Cats and Dogs in Our City": The government will lead the purchase of social services, and cities, counties and districts will re-establish a rescue shelter for adopting stray cats and dogs, and professionals and caring people will participate in the breeding. A comprehensive physical examination will be conducted on cats and dogs in centralized shelter, and files will be established according to their physical condition. After registering healthy cats and dogs, they will be allowed to adopt them again. Unadopted and sick cats and dogs will be sterilized.
